The project is promoted by INDRA SISTEMAS S.A., a company with a high degree of specialization in development and deployment of all types of solutions that counts with a strategic position in Research & Development Innovative products.
Present in more than 40 countries on the five continents, approximately 35% of the income came from its international activity during 2004 (25 % Europe, 3% USA, 4% Latin America and 3% Other). Its position was strengthened by a network of delegations & permanent offices, which enables the company to acquire great knowledge of the markets where it operates, as well as by international agreements and strategic alliances.
Indra´s background in Elections/Polls dates back to 1978. Since then, Indra has undertaken the responsibility for the design, development and implementation of almost all election processes held in Spain with more than 70 electoral references, being the main customer the General Office of Domestic Policy and Election Processes of the Ministry of Interior.
At national level, Indra has carried out all the General and Local elections (Mayors of almost 9000 municipalities), the majority of the elections for the 17 Regional Governments Parliaments and all referenda and elections for the European Parliament. Since the beginning of the 1990´s Indra has undertaken more than 30 national and regional elections in Latin American countries, including Venezuela, Argentina, Nicaragua, etc.
Most of Indra´s solutions came from participating in research and development programs. Indra is highly aware of the importance of the Community´s R&D activities. The company has participated in a large number of European projects since 1986, because it is convinced that research and expansion are the key factors in any corporate development. The role in the project
The broad experience of INDRA in designing, developing and deployment of different customized Internet products customized to the user requirements, and the previous development of the System OPINA and Internet Voting System, guarantees its capacity to modify these systems to comply with the maximum levels of accessibility.
The development will be executed by Indra, but the contribution of all the partners is essential and the results will be a consequence of the whole process efficiency.
During the customización of the user requirements, a partner of each place will manage the functionality to cover all the requirements. Each partner must follow all the process of meetings and be prepared for collaboration that will be considered necessary. All will acquire the necessary knowledge to be able to offer the service of help and maintenance to the personnel who will administer the system from the client.
Indra will assume the following responsibilities and tasks:
The first task will be to analyze, to evaluate and to diagnose both products against to the standards internationally recognized, drafting a document for each system that reflects the level of accessibility of the web system by people with a certain type of disability, detailing for each point of verification, all the conditioners detected and the alternative ways to solve them, so that it allows to improve this accessibility, finally recommendations will be given to the equipment of development and the conclusions will be published.
Later and with the recommendations obtained in the previous stage, the corrections, modifications and improvements will be made on both products.
Once implemented all the necessary actions on products, the objective of the following phase of the development is to verify that the systems fulfil the persecuted result, to facilitate the access and the use of the systems by different user groups (handicapped or not).

Once finalized the development and defined all the cases of test, it will begin the accomplishment of the necessary tests to verify the fulfilment of the standards and the improvement in the functionality of the products/systems.
Also a demonstration will be made to obtain the initial "feedback", to identify integration problems and to make the necessary changes.
Finally it will be done the definition of the real pilot and the preparation of a validation plan, defining the criteria to evaluate the results in terms of the system operation, satisfaction and effectiveness.
Finally it will be done the deployment of the systems in real situations, making a pilot of e-vote and citizen participation, in each country of the members of the project.

The main areas of work of Medius D.O.O. are the application integration based on Java middleware products and J2EE specification. It integrates mission-critical OLTP applications and legacy systems (SAP, BaaN.) with WEB applications and client-server applications by means of introducing centralized services of business such as: WEB services, Java connectors, CORBA business rules, JMS, EJB, etc.
Application development of the mission-critical OLTP and form based applications, using the Internet infrastructure, and their own developed methodology that clearly separates the presentation logic from the application logic by using various object oriented patterns like Model-Controller-View, Access Objects, UseCase and Activity Diagram patterns, Subject-Observer etc., all based on J2EE specification and Java middleware products.
Application development of the multimedia data acquisition tools used for the management of contents, distance learning and knowledge management portals, Web based catalog and the remote enterprise multimedia collaboration systems, all based on the Java middleware and the Open Source products.
A training centre specialized in Java middleware (courses of Corba, EJB, JSP, Servlets), application integration (courses JMS, SOAP, XML, etc), and object-oriented programming (UML, object patterns).
The role in the project
The contribution of all partners is essential in order to be close to the people that will manage the system. It is important to cover the needs and expectations of the cities, regions or states that will implement the systems.
The contribution of Medius to the project will be to customize the products to the specifics needs of other organizations and help them to deploy the solutions developed by the project. It will be executed because his consultants have years of experience in developing Java middleware technology and coordinating successful mission-critical projects in the government area.
During the customization of the user requirements, Medius will provide with any necessary information in order to cover all the user requirements. He will be trained in order to give an excellent customer service to the officers that will manage the systems.
Medius exploitation plans for the results of the project concentrate on the receipt of technology, the customization of the technology to the specific user requirements and its use for promoting new citizens´s services.

EUROGRAPH RAM IMPEX SRL was set up early in 1994. In the last 6 years, EUROGRAPH RAM IMPEX SRL has focused its activities on consulting in marketing and management, as well as on promoting the RTD Framework Programmes of the European Commission, on international cooperation within the EC funded research projects and on promoting, supporting and using the Information and Communications Technologies by SMEs and public institutions in Romania.

EUROGRAPH has a good background in foresight, as employees have participated in two EC funded projects (ForSociety - a FP6 SSA project and Forsociety ERA NET - a FP6 CA project), are trained by UNIDO (2003) and PREST (2005) as foresight organisers and practitionnaires and are involved in national foresight exercises.
EUROGRAPH has focused its activity towards specific support actions, mainly associated to IST EC funded projects related to the improvement of the communication relationships between public administration institutions and citizens within the local communities, eHealth, e-business, knowledge economy, mobile communication, logistics, foresight as well as accompanying measures like organizing scientific workshops and conferences. In 2002 FP6 related activities were started, providing regularly information and appropriate consultation to the newcoming SMEs and research organizations. More than 165 companies have taken advantage of the EUROGRAPH expertise in the field of the EC programmes and the new instruments. EUROGRAPH is itself actually a partner in two FP6 funded projects:
